Phillip L. Beard is a 1965 graduate of Colerain High School, Cincinnati, OH. He attended Morehead State University, where he obtained a Bachelors of Arts in Political Science and Sociology in 1969. He obtained his Juris Doctor (Law Degree) at The University of Kentucky in 1973. From 1973 to 1981 he was the Xenia City Prosecutor and Assistant Law Director.
